Running the executable directly won't install the Paradox Launcher and the game won't complain if it's not installed. Tested by running the game through EGS which resulted in a silent install of Paradox Launcher. It does not seem possible to run the game offline. Running with internet automatically opens the web browser requesting to connect your Epic account with the game. Tested by running the game without EGS installed and blocking internet connection, which resulted in the game hanging indefinitely in the splash screen.
